if i get perma banned is there nothing I can do about it? Is my account just gone forever or what?

If its justified its gone forever. You can talk to the support if you dont think its justified https://support.riotgames.com/hc/en
Unless your permanent ban was issued in error, the account will not be unlocked. If the ban was for toxicity, know that errors in toxicity punishments are exceedingly rare. If the ban was for intentional feeding/trolling, it will not be removed, as the vast majority of those were already manually reviewed before issuing. If the ban was for third party software and Riot gets new information and/or determines their system falsely flagged a service/file as bad they may remove it.
