Are "troll picks" a valid reason to report for inting/griefing?
Specifically in cases where the player even admits it, I might add.

Yes and no.
If someone says "I'm trolling" and they pick super off-meta (like Soraka duo mid with Cleanse/Ghost) and intentionally run down lanes and it's clear they're not putting in any effort, that is reportable and punishable.
If someone says "going to troll pick" but they're still trying and clearly making an effort, that is not reportable and punishable. Someone saying they're going to do something is ultimately just an idle threat, something needs to actually happen for it to be breaking the rules.
If they are performing an action for the purpose of annoying people, it is punishable.
If that is not their goal, they can select any champion for any role without fear of punishment.
