What is reform? and when is it necessary?

Greetings league community, i have a question for you that i want an answer for. the aforementioned what is reform? and when is it necessary? I want you to start your comment and tell me your opinions then read the rest of this post.

With the influx of people getting perm banned for toxicity increasing and posts as well on forums and sites regarding our favorite game do you think that reformation is possible for these people? a question of curiosity, why is denying a person to play on an account they have worked on for months and possibly years a justifiable action for toxic behavior. Unless this person was pulling a tyler1 or shaclone type game there is no reason to ban the account, yes maybe a 14 or even up to a 60 day ban depending on the severity of the situation, but there is NO room for reform if the account is banned. The person will make a new account and continue to be toxic. Now what if instead of a ban and let the toxic behavior continue on another account with a catchy name like "nota1trickyas", what if instead The account gets muted? the idea of muting someone is a form of reform that actually works. banning someone account will for the most part piss them off and when they make the new account it will get worse. In my honest opinion these perm bans that have been happening to more and more people on a daily basis are unjustified, id like to know everyone's opinion though.
