Example : a player gives up the game and goes to sit in base untill the enemy team ends the game .

How much time will it take for a riot to ban that player ?

Riot will not punish the player for ruining the game by sitting in base when they think the game is over. But, if you say anything to that player, who is ruining your gameplay by not playing the game, you will lose your account and also not be able to play the game.

The meaning of sitting in the base is , walking in the fountain and refusing to deffend the towers or play the game. Leavebuster works when a players does not move at all for certain amount of time .

Leavebuster tends to catch people who are only wiggling around in base as well. They just don't get the in-game message.

From what I've heard, yes. I haven't tested it myself but I'm sure there's a Red post that can be dug up from the depths of google search where it was stated.

Edit: No red post but found a case a while back where someone was moving around the fountain, shopping, but was still slapped with leavebuster. https://boards.na.leagueoflegends.com/en/c/help-support/3o9arX8a-leaverbuster-activates-when-not-afk-or-leave

Granted, afk lane pushing or jungling probably slips by easily enough.

The amount of time it takes for players of such calibre to be banned depends entirely on how quickly their behaviour is brought to Riot's attention.

If they consistently sit in base and do nothing, as has been mentioned before, Leaverbuster will take note and issue penalties as it can, given that it's an automated system.

However, a proper ban from the game would require a report history, indicating to the manual reviewers that those specific people are breaking the Summoner's Code. It can take a while. The process will be expedited when people report them consistently, but I'm not sure to what degree.
