How much time does it take for a player to get banned ?
Example : a player gives up the game and goes to sit in base untill the enemy team ends the game .
How much time will it take for a riot to ban that player ?

Riot will not punish the player for ruining the game by sitting in base when they think the game is over. But, if you say anything to that player, who is ruining your gameplay by not playing the game, you will lose your account and also not be able to play the game.

The amount of time it takes for players of such calibre to be banned depends entirely on how quickly their behaviour is brought to Riot's attention.
If they consistently sit in base and do nothing, as has been mentioned before, Leaverbuster will take note and issue penalties as it can, given that it's an automated system.
However, a proper ban from the game would require a report history, indicating to the manual reviewers that those specific people are breaking the Summoner's Code. It can take a while. The process will be expedited when people report them consistently, but I'm not sure to what degree.
