Does Riot every read the reports
Me and my friends have been experiencing alot of games with trolls and we report them but it seems like they dont do nothing and we still see them still playing and it seems like now its the league of trolls.

Just go through the Player Behavior board and read posts about bans where they provide their chat logs and you can see that they do.
The disconnect happening here is between you seeing one toxic person and somehow assuming they could've or should've been prevented from being so;
- You can't get punished before the offense
- Somebody has to be the one to take his toxicity and report him
- It takes time to determine someone deserves to be punished
- Reports need to establish their pattern of this behavior first
- Even if they do get punished, they might repeat the offense
- Permaban is rarely the first punishment
- Even with a permaban they can make a new account
- Whether one person is punished or not doesn't stop the next person

The short answer is very rarely.....and even then its probably just a passing glance. Most of it is an automated system.
