Permanent suspensions are very, very rarely reversed. With that being said, I have no power to actually make these decisions. You'll need to work with Riot Support with this sort of request. Sorry :/

can you tell your riot team to make this simple little invention that will change toxicity in league.

if they say the common cuss words such as f**k and sht, they are muted for 5 minutes in-game

Curse words, as long as they aren't directed at a Summoner isn't being toxic and as such should not result in them being muted. Not only would this be wrong and senseless but would prevent them from typing positive or meaningful messages in-game.
