So he had scripts on his computer, and used them although on another account, he still used the same computer to play thus "infecting the account". It was stupid in the first place to use/download script. So it's obviously not a "he didn't do anything" scenario like you claim. sadly there is nothing he can do. Maybe next time tell him not to cheat in the game!

its not a matter of "did he use it", its more of a question of "was it on his computer". Cos the scan checks the computer for those programs, and punishes all accounts logged in from that computer.

an example would be a law that prohibits carrying & using a certain hard drug (heroine for example). If you use it, you'll get busted under that law. Your buddy next to you didn't use it, but was carrying it, will still get busted under the same law.
