Dynamic Queue Players.

So I've been leveling a smurf recently and it's gone good for the past 20 or so levels... And then I get into fighting bronze/silver in the mmr I've accumulated. And oh boy the toxicity and trolling has risen exponentially... My question is, is there any way that the game tries to find people with a bad history and put them in some sort of queue with other bad people or are they free to flame, blame, and troll all the innocent people just trying to level up? It's getting out of hand at this point where I'm laning against a gold and silver, and their jungle is a silver. And on my side my jungler is genuine level 20. 0/5 at 10 minutes flaming his team for dying in his jungle, etc.. Is there any way to not get these bs matchups or am I cursed to endure hell while trying to do something as simple as leveling 10 more levels?
