How does the Ban feedback work?

So first off, I rarely ever report anyone. But when I do, it is some seriously toxic player.

I have had quiet a few of my reports give me the popup saying X player has been punished.

So recently I reported another player and 5 minutes after the report I got the popup. However after looking at his profile a few days later, I see he has been actively playing. So what exactly was the punishment? By the looks of his match history, it wasn't even an hour long ban.

He also mentioned in game how his previous accounts have been banned because "his teammates are always garbage".

I'm basically trying to understand what his punishment was. Or does the system just spew out the popup so we feel accomplished with reporting?

It doesn't tell you what kind of punishment the player recieved. They likely recieved a chat ban.

Severity of punishment, in regards to toxic chat, is typically based on a strike system, not severity of offense. (except in the case of hate speech, ect ... and other unusual cases)

strike 1 - 10 day chat ban strike 2 - 25 day chat ban strike 3 - 14 day full ban strike 4 - perma

So if the player was punished but is still playing then that means it is only their first or second strike.
