I really wish people admitted to it more often, get more of these idiots banned and losing their money.
Later in the game, the guy claimed his main account was Master and ranked 460... don't know if he was telling the truth, but if so, I hope he gets his due.

This is definitely not a booster. There is no booster out there willing to risk rep to spout just like that. Many take huge measures just to keep themselves hidden so this is probably just some idiot who is smurfing. Not a booster
Posting about this on the boards will not accomplish anything.
If you want something done about this you should take it up with Riot support. There is a link to their portal at the bottom of this web-page.
Also with the context given I am more inclined to believe they are duo-queuing to bring up the other account rather than actually exchanging accounts for a stronger player to bring up the account's rank.
