People gotta stop leaving

The past 5 games people have left in champ select and don't understand. I have to stay in que forever until no leaves. Does Riot have a punishment for this cause it's getting on my nerves.

If they keep leaving they have to wait before they can join a queue. I think it starts at a 5 minute wait, but can get up to a 20 minute wait.
