Avoid Invasive Policy
The core reason that America is waning from existence is a behavior system that confuses witnessing others and substituting a form of I-can-do-that-better, with an outcome that resembles adversarial replacement. The reason I mention this is so that you may see and extricate yourself from that doomed model.
To do so requires playing above the level of homo sapiens, which is accomplished by engineering the environment with appropriate fences to delineate where each actor belongs, including oneself.
The proposal of eliminating ease of shopping choices by summoners would create an environment that makes those decisions more accessible to developers and less accessible to summoners. In my opinion that is best classified as misappropriation of game play, and would only serve to harm the game rather than improve it.
