I believe you only get a Riot skin by attending certain Riot sanctioned events... but don't quote me on that.

But they're not trapped in the vault because as far as I'm aware they've never been released to the store.

Riot has re-released Riot Graves, Blitz, Nasus when Kayle's was made, I don't think they will ever re-release Singed unless they move it to the Legacy rather then the Limited Editions. The other four though, they will probably re-release again sometime in the future.

You can get them in Mystery Gifts. i got Riot Nasus through a mystery gift.
