Depends on your definition of sexy. Some people like dark and evil, others like bright and sensual, and some people don't care as long you dress skimpy.
My vote would be for evelynn, she doesn't get enough cosplay attention imo. If my opinion matters at all to you.
Police Vi or Ice Drake Shyvana. Maybe Dark Valkyrie Diana or Police Caitlyn. Or Sheriff Caitlyn.
