It Says That, But Riot Turns Around And Allows Custom Skins Are Okay, Apps That Show Ranked Stats Of The Players In Game is Okay, Apps That Show Death Replays Are Okay, Custom HUD's are okay, Recommended Item Set Swappers Are Okay. All of these Modify The League Client Do They Not?

The definitive list of black listed 3rd party apps is all of them. Riot does not officially endorse any third party programs, and unfortunately that's the best answer you're likely to get. Custom skins are merely a cosmetic change that's a one-time edit in the game files, apps showing ranked stats are usually borderline (though sites like Elophant generally do their best to comply with Riot's ToU), etc.
Overall, it's safest not to use any third party products and Riot's official stance is that none of them are supported. They aren't likely to ban anyone for using custom skins or HUD overlays, but if you plan to modify your client at all you need to be prepared for its possibility.

This is not something they will ever do. Riot has a pretty well-established stance on this, and it's "we don't endorse the usage of third party applications". It's within the realm of logic and common knowledge that Riot doesn't generally go after people for cosmetic customizations like custom skins, but past that it's essentially a foray into the unsupported unknown.

They don't want us using any 3rd party apps even if some are ignored. What is ignored also changes which is why sometimes they send out mass warnings about certain mods when they change their stance. Mods can also add and change features so its more than just approving a mod, they would have to reapprove every update.
If you want to be safe then don't use any. If you do use them, you are doing so at your own risk.

- Exploits - you never know what that 3rd party application is doing, what data it's mining, or what keys it's logging.
- Hacks - Even if you aren't using them, if the application has the ability, it's not good for the game.
- Client instability - 3rd party applications that interface with the League Client can have unexpected results which can cause you to DC (Skin not loaded errors being common for those users that used the 3rd party app that let them "try out skins") among other things.
In The Past Some Rioters Have Said They know Custom Skins Aren't Okay But they Don't Care About Them Because They're "Client-Side" But The Way Custom Skins Work Change The Actual Files Of The Game, And They Haven't Acted Upon The Other 3rd Party Apps But Popular Streamers Use Them On Stream Without Any Reprocssions

Why Are Apps That Allow Death Replays and Showing the Stats Of All Players In The Current Game Not Being Mentioned, They Interface With The LoL Client Itself

Technically, all of them are banned. However, the only heavily enforced ones are the ones that affect actual game mechanics. Scripting, drop-hacking, and other game-breakers are targeted. Things like death replays or custom skins are less impactful to the actual game, but can mess up the client and make you or others crash, so they're technically unallowed, but you normally won't get banned or targeted for them.
