The definitive list of black listed 3rd party apps is all of them. Riot does not officially endorse any third party programs, and unfortunately that's the best answer you're likely to get. Custom skins are merely a cosmetic change that's a one-time edit in the game files, apps showing ranked stats are usually borderline (though sites like Elophant generally do their best to comply with Riot's ToU), etc.
Overall, it's safest not to use any third party products and Riot's official stance is that none of them are supported. They aren't likely to ban anyone for using custom skins or HUD overlays, but if you plan to modify your client at all you need to be prepared for its possibility.
Definitive Answer: All 3rd party applications that interact with the League client are disallowed. Says so in the terms of use in your End User License Agreement.
Anything that interacts with the League Client is against the rules, if it effects the game in any way im pretty sure das ist taboo

This Is Far More Painful To Do Than I Expected. I Typed One Sentence And Wanted To Quit.
Technically, all of them are banned. However, the only heavily enforced ones are the ones that affect actual game mechanics. Scripting, drop-hacking, and other game-breakers are targeted. Things like death replays or custom skins are less impactful to the actual game, but can mess up the client and make you or others crash, so they're technically unallowed, but you normally won't get banned or targeted for them.
I've never seen a Red post stating any of those are "Okay". Riot discourages the use of 3rd party applications for several reasons.
