I'm warning you now for the people and hopefully riot reading this, there is probably gonna be some all caps to express my desire for this skin and on this sentence already i have to restrain myself from using all caps and begging for it. Now, ik probably nothing will be accomplished by me writing this since people are saying riot doesn't do anything for the community which i dont have an opinion on because i dont really know. And i also know that people dont ever get things for free in this game lol but i have spent a lot of money on this game and all i want is RUSTY BLITZCRANK and i want it rare not like if its put back on the store... I will do almost anything for this skin please riot PLEASE

Riot did mention it as well as some of the other Limited Edition skins that are still out there may come back but they haven't decided yet.

Well they said they dont have plans rn and they are up for ideas to bring them back without angering the people that have the previously sold skins already. My idea is to incorporate the mastery system with them say u have a lvl 7 mastery blitz, he would haved to get say 15 or so S+s to be able to buy the previously sold skins. By incorporating it to the mastery system, still not many people would have the skin and people who really want the skin could actually obtain it bc now there is no way to get it.

Yeah or they could do them like they do with Hextech Content, that'd make them just as hard to get since gems have somewhere around a 0.03% rate of dropping from a chest and you need 10 for any of the skins. So there's many ideas for those things. They are at least bringing Champ Riven back so far, so the other skins do have a good chance of coming back in some way.
