I'm currently sitting on 455 RP and I'm a jungle main. I really wanna buy the Rengar while he's on sale. Can I ask for 32 RP so I have enough to buy him please?

Send in a support ticket. While that is a little bit more RP than they normally will give, they might give it to you. You will have to draw a picture or something for it though.
