There is no such thing as free RP, but you can get an Amazon gift card through Bing rewards and use that to get an rp card.

I got caught botting Bing rewards xD

Riot gave us Hextech Crafting for free skins. You are very out of line to want to circumvent their source of income because you're a cheapskate. RP purchases keep this game running.

Any link claiming to offer you RP is a scam.

Popular streamers will occasionally offer gift card giveaways, but no, there is no way to get "free" RP with any consistency.
