I know grabbing "data from the player’s actual game client" isn't allowed when it comes to making third party mods/apps., but if the data was just being used for a record so the player can find areas to improvement in would it be fair? Somthing similar to what Dota 2 did with the compendium when it had the ability to track the EXP and Gold Earned in a given time frame for you favorite hero.

It doesn't bring much of advantage in-game. It just an awareness for players to keep track and self improve for later games.

It really doesn't make or break a game. It's just like have someone watching your stats and writing done every minute or so how much gold/exp your earn.

If it's scraping, it's not allowed. What you can do however is present your needs on the api forum and they will try to accomodate you. Chances of getting the feature is higher if you present them with the reasoning behind the need. If the reasoning is solid, you will often get support which makes the demand weigh more.
