About the New Runes (Perks)

Cassiopeia isnt able to buy boots right? yeah.. And the new perk Magical Footwear , forbidds you to buy boots, but then you get a free one pair of boots with +10 movespeed.

You get free boots at 10 minutes but you cannot buy boots before then. These boots grant you +10 movement speed.

So where does it say "You buy boots" ? Nowhere? Why does riot says then that?

When asked about how the "magical footwear" rune would work on Cassiopeia, Riot Reinboom responded: "Quote: What if I take Magical Footwear on Cassiopeia? Cassiopeia prevents Magical Footwear from granting you boots."

She went on to say: "Yes, it is bad to take it on Cassiopeia. Though, it's not so different from mana runes existing > alongside champions like Vladimir."

But she didnt buy boots, they just appear with magic... Is this not a fail for you riot? Yes she never will be able to upgrade the boots, but she can have boots :D She is just not allowed to buy them ^^
