ELO hell
so ive been playing ranked matches but keep getting douchey teammates that do things like lulu toplane and singed support t-_-t. i was wondering if i will still move up in ranking even if we lose but i still do good

no. the only way to move up in ranking is to win. also I suppose you are posting on a smurf account since you can only play ranked games at lv30?
Keep in mind that normal games are not ranked games by any means; they're only pvp matches without a ranking system.
With that said, I don't see why you would post with your smurf account, it would be pointless...
People who believe in ELO Hell have seriously got to learn about what ELO Hell "really" is.
Elo hell isn't some place in bronze where you'll never win, rather, it is the metaphorical place in one INDIVIDUAL'S ranking in which their current skills or level of play isn't good enough to help them succeed in their current rank, thus they are unable to advance in the ladders. The solution is to simply get better.
If you've ever watched a plat or diamond ranked player smurf on a bronze or silver account, its noticeable. Their game play mechanics and level of play is far beyond that of bronze or silver ranking. If you want to advance, you have to first learn how to play on that level of play.
This idea of ELO Hell exists in all rankings, too. Say you're a plat player, and you want to move on to diamond, but find yourself unable to do so because of some fault, whether it is because of your or your teammates. If something goes wrong, then you shouldn't blame the individual that had something go wrong, because there is always something anybody else on the map could have done. As simple as it goes, someone could call MIA and prevent a mid roam to bot. Instead of blaming bot lane for dying to "OP Kassadin," perhaps you can help them by ganking bot yourself, in hopes to help them succeed.
TL/DR: ELO hell isnt real, you just need to play better. What better place to do this than in normals?
I have witnessed ELOhell through out the entire season 3. 1 year of silver constantly gaining and losing LP, and finally made it to gold. My advice would be just try communicating with your team mates politely and discuss the pros and cons in chat. People will respect you and your decisions and trust me it significantly helps to gain control of a losing game in many scenarios.

Okay, I have to say reading your post and looking at comments to this that you shouldn't jump directly too conclusions and assume you're in elo hell. That's a bit premature.
Secondly, something that I've noticed from playing this game: the lower level you are, the more toxicity there tends to be. I know saying something like that doesn't really help you out, so I'm going to spend the rest of the comment trying to help you improve.
First of all, you have to develop a thick skin. The kind that can take criticism. When playing this game, you'll have some people that are just horrible to deal with. You need to mute them immediately. Don't even talk to them, don't waste your time, it's not worth it. But, on that token, develop the skills to discern whether or not the person that is being "toxic" is speaking with constructive criticism, or if they're wasting your time. Either way be honest with yourself about your mistakes, and try to improve upon them in the future.
Secondly, as an answer to your question: No, you will not rank up no matter how well you do. And when I first realized that I was thinking "OMG THAT'S SO UNFAIR, I WENT 12/2/13 AND MY STUPID TEAM LOST ME THE GAME". This is a TEAM game. It's all about which TEAM wins. That being said, if you do well but your team doesn't do well then there might have been something that you weren't doing to help carry the team.
Let's face it, your team only loses about 1/10 games for you. There are those games that the team just won't get together. But the rest of the games, there must be SOMETHING that you could have done to make a bigger difference.

Best thing is to be nice, don't be rude, lighten up, it's the games where I do my job, make some jokes and be kind when I win.
Also screw the meta, if you know the champ, know the game, doesn't matter much what they play. I played Vayne support in ranked, and yes I ASKED my team if it was okay before I did it. It wasn't the fact I was Vayne support that lost us the game, it was the fact our Teemo got all pissed off at Varus, and Varus wanted to give up that lost us the game, I did fine, even though in my eyes, I didn't do my job. I took the kills because the Varus would go all in at the wrong time, causing me to follow up, and his death, and me killing them. I warded, peeled for him, and tried to give up CS to him until later on. I wish I could have fed him kills, not feed myself.
Also Machine Gun Lulu is scary.... And Singed support actually works....
