Anyone have an idea of the Refer-A-Friend 3.0 release date

So, on October 14th there was an email sent out about the refer a friend system getting revamped and to claim my rewards now, before November 14th. It is quite obviously past Nov14 so I was wondering when exactly is the newer RAF system being implemented? Did I happen to not read deep enough into some patch notes or something, or, am I not the only one in the dark? Thanks in advance.
