just wondering if league private messaging can be used against you in a case of a toxicity ban

Yes
You can, but only if it's excess toxicity in the game AND you've had a string of legitimate reports. The person's report does have less weight tho if they are complacent in the action IE helping promote the toxic behavior, or if it contains excess hate speech.
Although, riot does promote exploiters and intentional feeders in ranked.. so I wouldnt hold much faith in the system working. I've lost faith in it
