A way to battle trolls in Ranked Que..Make this happen

Reporting toxic players isn't enough if they are still allowed to mess up peoples games. They get banned and create a new account, rinse and repeat. I propose that a voting system to kick a player out of champion select be in place to battle the epidemic known as trolls and then the kicked are instantly reported to the tribunal system and placed on a time limit just as if someone would face a penalty for dodging a ranked game. I am not a very intelligent person ,so the fact that a guy like me came up with this shows me how much riot doesn't care about the problems that don't affect their top level players .What do you guy think?
