I understand they made that joke last year for April fools and it was somewhat funny. Now it is just "omg rito why" "rito why you nerf." They are an established company that goes by the name of Riot, it's calling whose name is Mike "Mkie" (Me-kai)

Personally I use it to emphasize sarcasm, as in "Rito pls". I use it to show I'm not actually complaining, just making a joke.
I'll give you an example of how I typically use each.
I blame Rito for my flashes that don't quite make it over walls and ignites/spells that don't quite kill the target. If they were smart and would make my spells do 10 extra damage and my flash would always go where I want. Everything would be cool if they'd just listen.
I blame Riot for my lack of warding in bot lane right now. I didn't like them taking away the ability to purchase wards, since now I have to choose whether I want to ward the bottom lane wall bush, or the bottom lane river bush. Either way, we likely won't see the enemy jungler coming because we don't have enough wards to watch for it. Being blind in a meta that has so many mobile junglers with a form of cc just isn't fun.
Because no one on the Internet can have an original idea. They hear or read something once and repeate it none stop.

It's more like when a cop pulls you over and you call him "ossifer". It's often meant to disrespect Riot as a company, usually for balance reasons ("Morde is too OP rito nerf plz").
It gets a bit annoying now that people uses Rito to much.
love it when some yung fellow posts on the boards complaining about something that was established in the early days of this game and these boards.
As if "Rito" was solely created by Riot for last April fools.
Man, Riot adopted "Rito" for April fools because it was already long established and everyone would see it for what it is.
