I have 1090 norm wins aprox and never got a pat on the head for it. What is this about?

I think its just for ranked wins.

It's normal wins, it's every 1K wins you can play with a Rioter.

No, there is not. When you are banned for being a jerk to everyone, and ignore the initial warnings, your account is gone. You accepted the agreement that said it belonged to Riot, anyway, and you do not have a legal right to it.

It is gone. Forever.
