Where is URF on NA?!

Read the patch notes, arURF is supposed to be available from 2/24/17 - 2/28/17 and it isn't up on NA even though its 2/24/17 WHERE IS IT RIOT PLS I WANT MY URF!!

It'll hit live later today unless a major issue happens. Keep in mind It's still fairly early in the day.
