It is easy riot just make him do double aoe damage to large jungle mobs and champs and triple damage to single targets champs and large jungle mobs.

Know Karthus Q's actually deal damage.

Oh have champs that flash or dash in close proximity to his wall get tp in to it ans stunned so it is us-full oh and revert the mr pen.

See still balance but now he deals damage. Oh and add % max health to E for tanks and R gets 3 second burn effect of 5% of total missing hp be for the his ult hits so you have to us a shield at the right time or you get hit.
