Server Change

Me and my friend wanted to change server EUNE ---> EUW because most of our friends play on EUW and we already have our main accounts on EUNE and we spent money on them, so we don´t want to start over from nothing....so we were checking out how much does server change costs and it costs 2600RP (around 18.50€) that´s a lot of money just for changing a server and i wanted to ask you, is this price ever going to drop???

And i know that if it would be too cheap there would be people constantly changing servers like r*tards so it can be like refunds ( you can change server 3 times max)
