Kr and Chinese Servers

So why exactly are the Kr as well as the Chinese servers so hard to sign up for I mean for any Chinese or Kr people I assume can easily make an account on the Na, Eu.... etc servers. Cause to tell you the truth from what I have seen there is no legal or easy way to join these servers and we all know that the KR server is just hands down a lot more skilled overall. So does anyone know any Legal, easy way to create an account on the Kr or a Chinese account? (When I found out how hard it I was so hard)
