is this intentional?

So I was checking out the Overlord Malzahar skin(totally unrelated, i just wanted to see it before buying on the main client)and i noticed the water particles for the river seemed odd, anyone else getting this? Riot, is this supposed to happen?, ill attach screenshots with this (i personally think it looks like he is floating in an abyss and the voidling is walking on air)
