New Surrender Mechanic

This is so stupid. I was 100% reconnecting to the game when I get kicked out and I get a leaver penalty and lost 2X LP. It should not be available before minute 5, and then only available for that minute (or whatever you Riot employees believe is adequate). I got a bugsplat report that I sent after I got kicked out of the game.
