Bard New Champion?

I'm not quite sure, but Riot recently put up a post/webpage talking about a race of story tellers who lived up above the clouds, and how there was a constellation they looked up to known as bard. Is this a new champion or something of the sort? Also, I noticed that the last point they had in the short story had a symbol- if you look around the season 5 summoners rift map, you can see about six small symbols scattered around it. This really intrigues me and makes me think either its a really special champion, or something maybe bigger. Any ideas on this? It does seem to have a big impact on the lore.
