fix matchmaking riot

I just Finished a game in which my adc was level 27, and the opposing one was silver 3. The highest person on our team (B3) was an entire tier below their highest player. ( they had 3 in silver) In no way can I help him enough in lane to win that. We got dominated and it was a waste of time. This happens over and over where I'm just in bronze 3 and every person on their team is bronze one and up. How is that fair at all?

When you hit level 20 and beyond the match maker stops caring really. It will match you with whatever it can find.
