Zombie Ryze, is this skin still rare?

Sort of, it's a legacy skin, so it's only available through the mystery gifts, buying mystery skins, or when the legacy vault is opened up.

i'm pretty sure the only way to obtain it is when you win a tournament or mystery gifts.

So I consider myself lucky :D
