Its annoying if someone is afk. It would be great if a bot can stand in for the afk player. Even if the afk bot is bad, it will give the team a chance to win. Like in Counter Strike => if someone is afk a bot plays this afk player, and in ranked you can also play this afk bot during your respawn time.

They would just feed so hard. Bots are so predicable, any reasonably skilled player can predict exactly what they're doing and get fed off of them. I would rather have nothing than have a tiny morsel of something and a fed enemy.

Yeah... that will just make people feel better about going afk. In that case, Riot is essentially saying, "look, you can afk and you're team isn't TOTALLY screwed! Have at it! Leave the game!"
This is the opposite of what they want to do.
This has been brought up, and sadly just wouldnt work. Unless Riot can improve the AI for the bots, they would just feed like others have said they are far too predictable and most people will be able to abuse that to get kills/gold and just get themselves/the team fed!
