Remove Experience Points Eligibility for level 30's.

Obviously when you're level 30 you can't earn experience anymore, so I don't think you should be "eligible" to earn experience points.

It would be cool if Riot could make XP and RP linked somehow. Like if youre level 30, 1/100th of your xp turns into RP. This isnt much but it adds up to getting new skins.
