Pick order in Draft pick (Vote to Dodge)

I hate to be the one writing a post complaining about other people and their behavior, I try to go into games knowing that people are going to be as obnoxious as they can possibly be in this game, especially in low elo however this is something that seems to be able to go without repercussion.
I play pretty much exclusively Draft and Ranked as it is currently under the impression that whoever gets to pick first gets the role they want all the way down to last pick. However as I play this more and more I see more and more people not care if someone picks 'x role' before another person. My problem with this is when lets say for example on blue team we have 4th pick and 5th pick both players who want to go to 'x role,' the result seem to go one of four ways.
- 4th pick asks to play 'x role,' they pick 'x role' and lock it in, the 5th pick picks up the final available role and everybody is happy, the game starts without a hitch.
- 5th pick instantly locks in 'x role' despite whatever 4th pick wanted or said in chat, with complete disregard for the fact that 4th pick is essentially entitled to select whatever role he/she wants. 4th pick then has to pick up the remaining role, usually complains non stop about it, and creates a toxic environment for the team before the game even start, but at least everyone has a role right?
- 4th pick instantly locks in 'x role' as it is the role they want. 5th pick is bitter about not being able to get the role they want so they pick the same role and hope that someone else dodges because they want so badly to play their role and save their lp or not have to wait in a low priority que for dodging. Nobody dodges and the game is complete disaster with the entire team suffering because of the bitterness of one player, however usually this player gets reported after the game and it is handled by the system from there so it's not so bad.
- This is the one I have a problem with, 4th pick instantly locks in 'x role' as it is the role they want. 5th pick once again is bitter about not getting the role they want so they pick 'x role' as well for the same reasons stated in possibility 3. Now at this point lets say I was 2nd pick, unrelated to the bottom two picks. I now have to choose, do I play a game that I know will be a disaster and lose significantly more lp than dodging and have to wait 5-10-X number of minutes before I can play another game, or suffer through the game with my fingers crossed that somehow the game turns out well (which it never does). I think the answer's pretty clear, I have to suffer and be punished for the actions taken by someone else simply because they 'wanted so badly' to play 'x role.'
But wait! There's a solution! Perhaps we could introduce something along the lines of a 'vote to dodge' option that has to be voted for by the four players who are upset with the one person deliberately mucking things up for everyone else in the queue. In this process the four players who did what they're supposed to do in the queue select said 'vote to dodge' option and then select the player that caused the problem. The votes are hidden and whoever is voted against is not revealed, however if 4 players vote on the one remaining player the queue ends and that one player loses his 2/3 lp and gets the queue timer instead of the people who wanted to play the game as the Draft system is designed to be played.
I know this is less of a problem in high elo as most players there are mature enough to not do this kind of bull, however it's a real problem for players who are playing as it's intended but are stuck in lower elo's due to their gameplay(/these kinds of players).
The only problem I see with this option is when players queue up together and one of them doesn't get the role they want so they select a random to abuse, the solution to that is pretty simple as well, just make it so that parties of 3 or more do not have the option to 'vote to dodge.'
tl;dr Create a 'vote to dodge' option in Draft pick where the commonly trolling player is hiddenly selected by the players who are playing draft the way that it is intended to be played, in pick order, as to prevent players that are trying to play the game as it's intended from suffering.
