Slow patcher speeds

I download games from steam and other sources at around 10 MB/s (Bytes not Bits) but maintain a download rate of 100 KB/s to 300 KB/s which takes hours to play a patch. I do not have any firewall or antivirus on throttling the download. I have also tried it with peer 2 peer off/on with no difference in outcome. Please help me.
