Hard grind from bronze to gold, then school started back up. Now I just play a casual game or two... I'm probably inactive as far as ranked games are concerned, will I still get my gold border and the sivir skin?

There's no longer any LP decay for Gold and below, so you don't have to play any games to prevent it. You're good.
I think solo queue you're fine. In ranked 5's you have to have like 5 wins or something to be eligible.
That's what I'm doing. I started losing in ranked a lot after the Juggernaut patch, so i'm going to play Normal Draft until the season is over.
