Twice i have been banned when i was raged all game by some butthurt child. They literally start talking crap in champ select and continue to be toxic for the entire game.

The report system doesn't keep track of the number of individual reports made against you. Rather, it tracks the number of reported games you have. This is done to ensure that premade groups can't abuse the system to screw over solo players.
Which simply means that the two reports you received from them aren't worth any more than a single report.
Well riot....i have played since before season 1 and have seen this garbage approach to punishment cause a lot of decent people to quit

I suppose that makes sense. I feel that it's important to clarify that the ban system doesn't simply issue bans to the most reported players, but actually runs a chat detection algorithm to determine the veracity of those reports. This is also specifically done to prevent potential abuse by trolls and toxic players.
I get the impression, overall, that you disagree with Riot's policy against retaliation. If that's the case, would you mind offering the counter-case to that policy? Is there some benefit to allowing players to retaliate against each other that I'm unaware of?
