Legacy Skin sales?

So here's the thing, I JUST WANT EMERALD TARIC! But of course he isn't for sale anymore. My brother say's he's been playing for many years, and usually once a year they do a legacy sale for a short time.

1. Is that true? lol
2. Do they do it like annually? Or is it just random?

OR is there any other way for me to get emeral Taric? BESIDES if I get lucky with the loot stuff
