Hextech key fragments

Is it just me, or are they ridiculously hard to get. I've gotten almost as many chests as I've gotten key fragments. 4 chests, 5 key fragments. I think they should drop more often so I don't have as many chests sitting in my crafting inventory.

I mean, its like...they didn't HAVE to give you anything. I understand wanting more from the system but you're getting free shit.
