I been waiting to be accepted for about 1 year to join the pbe i really wanted to join to help the community to find bugs to help skins and a lot more but i haven't been accepted

I'm not accepted, but you probably don't fit the type of summoners they are looking for. Waiting time doesn't really factor into this either.

i never been mad at the game or at anybody on my team and i been waiting for me to get on the pbe

Me neither. I have never gotten as much as a chat ban. While toxicity is a factor, it's not what gets you into PBE. Riot tends to look people of higher ELO, and they might not let you in, since it would cause a bad experience for people gold+.
