The new LeaverBuster system keeps refreshing after it hits 0.
I've waited for 1 hour now after the 5 minute LeaverBuster timer hits 0, and keeps refreshing... and it's still going.

Sorry to hear this.
I hope it fixes itself, but I don't think Riot cares. Afterall, you ARE a leaver and thus why should they care about you?
Maybe post this In the bug report forum... you might get someone red to reply then.
Just to clarify: You are staying in queue for these "five minutes", right? You're not leaving and coming back... because it WILL refresh if you do that. The 5 minutes are supposed to be something you have to wait through.
I waited until it hits 0 then it goes back to 5 minutes again. It's been like this for an hour and a half and I haven't touched anything. Though, my reason to leaving/afking the game was a a bugsplat error that occurred during one of my games, and a once a few game before that. I get the error like once every 5-10 games or so.

I'm having a similar issue with my game. I'm not sure if it's because I'm playing on a mac, but I was given a leaver buster warning for disconnecting from a normals akali game, and hit with a 5 minute leaver penalty after a bugsplat crash in a ranked sona game in which I actually reconnected and helped my team win the game! Somehow, the LeaverBuster is still continually refreshing and I can't get back into the game to play my 5 normal matches to prove that I'm not a serial AFK'er! Riot, please help me! I'm a positive player and I can't prove myself because of the refreshing leaver penalty!
