Did Riot forget about the ultimate/SKT skins?

They're coming, just taking a while. I'm guessing it will be released around the next All Star event?
They are apparently still working on them.I think they said somewhere that the SKT skins will be realised around this year's World Championship.
they made them but they were really really REALLY bad so riot never released them and is fixing them
