why hasn't there been a new rumble skin/rework yet?

rumble has been out when I first started playing a long time ago, and since Ive been playing I've seen many new champs come and many skins come with them but it seems like rumble has been forgotten in the past. Not only that but not many people play him I hardly see rumbles now days Im not saying he needs buff and i still love playing him, but maybe change him up a little bit to make him funnier and more appealing.
