do riot still ban people?

just a question.. i've tried googling it without any results. The reason i'm asking is a few of my past team mates. Im not here to cry about someone costing me a game or bad luck being the reason for my elo, Im just wondering if my reports actually matter. I just had a game with a guy who had 5 leaves in his visible match history, the game before mine he was 1/15/6 (mabey just a bad game , or mabey he is just unskilled i would think until i got him on my team). and then in the very next game with me he proceeded to not buy any items, run directly into mid tower at the 30 second mark tank 3 tower shots and stand out of its range and wait for someone to kill him. He repeated this process only buying boots to speed up his journey to death. Im just wondering how he is still around and playing the game. Hopeing it has nothing to do with the fact he spent real money on a yasuo skin.

They do, but the system is lax to those who don't troll, afk, etc, often.

i get that people have bad days and such, but for the person i mentioned not a single match in his visible history isn't a leave or a 0/13/0 and so on match... thats WAY too lax imho

Chat restrictions and suspensions I see and hear about a lot but perma bans I think are more rare because you would have to constantly be more toxic than a majority of the other players which is hard to do. You would have to go out of your way probably to get perma banned. Most the time suspensions are good enough to give the player a break and chill out at least for awhile until he starts getting toxic again in which case he gets suspended again. Perma banning someone for being toxic would be stupid cause everyone has bad days, but if you are taking it to the next level and saying you are gonna find someones address and kill them.. that's a little past the toxic stage at that point. At that point you need mental help if you are getting that mad over a game..

I think if you keep getting 2 week suspensions tho eventually you will get banned. At which case Riot did you a favor in the long run.
