Possible Twitch VU?
It's definitely Gangster Twitch, but it looks different from his current splash pretty dramatically.

If I remember correctly, Twitch has been rumored to be getting a VU for some time now. Exterminator Twitch was shown off a while back, but it's speculated that Riot is waiting to update the champion himself before continuing work on it.

It's also possible that this was just the artist's impression of Gangster Twitch. It wouldn't be the first time that the artwork and in-game model for a champion haven't exactly matched.
