Is there a way to find and message LoL players

Hi, I was just curious, I like to watch the ranked matches on the LoL interface. I recently watched someone that I thought was awesome with Braum and I would love to be able to send a quick message to them and tell them how great I thought they were.

Is there a way to do that?
